Who Fixes What? A Bridgend Resident's Plain-English Guide to Power in 2026

Bridgend is not governed from one place. A resident who is worried about a bus route, a hospital waiting list, a school transport entitlement or a planning application is dealing with different institutions, different budgets and different chains of accountability. When something goes wrong, the first useful question is not who to blame but who holds the lever. This guide is a plain-English map.

The layers of government

The UK government

UK ministers are responsible for the Department for Work and Pensions, HMRC, pensions, immigration, energy policy, defence and employment law. Madeleine Moon is the Member of Parliament for Bridgend. Her office can raise individual cases with UK departments, ask for explanations and press for delays to be resolved. An MP cannot, however, decide a benefit claim or change the law by casework alone.

The Welsh Government

The Welsh Government is responsible for health, education, housing policy, transport policy, the environment and the funding settlement for local government. Your Senedd Member is the first port of call for matters that are devolved. The Welsh Government sets policy and funding frameworks, but it does not run every service directly.

Bridgend County Borough Council

The council is responsible for council housing repairs, planning, school transport, waste collection, roads, council tax, licensing and support for bus routes. It is also the local housing authority and the local planning authority. Most of the everyday issues that residents bring to my office begin here.

Cwm Taf Morgannwg University Health Board

The health board runs hospitals and community health services and commissions GP services. It is accountable for waiting times and clinical services in its area. Welsh Government sets the overall framework, but it does not manage individual appointments.

The South Wales Police and Crime Commissioner

The commissioner sets policing priorities and the police budget, and holds the chief constable to account. Operational complaints about policing are handled through South Wales Police's complaints process, not by the commissioner's office or by an MP.

Town and community councils also matter for parks, allotments and some local amenities. They are often the smallest layer, but they are not invisible.

Four local examples

The bus that does not run

Most bus routes are commercial. The council can subsidise socially necessary routes, and the Welsh Government funds bus services and passes. The first stop is the council's public transport team. If the issue is a funding or policy question, it is the Welsh Government. An MP can raise cross-border or UK-wide funding questions, but cannot direct a bus operator.

The hospital wait

The first stop is the health board. If a waiting time is unreasonable, the health board's complaints process comes next. The Welsh Government is responsible for overall NHS performance. An MP can raise a constituent's case, but cannot direct clinical priorities or move a patient up a list.

School transport

The council applies the school transport policy. The Welsh Government sets statutory guidance. An MP has no direct role in deciding an individual entitlement, though my office can ask the council to explain its decision.

A planning application

The council's planning department and planning committee determine most applications. Appeals go to the Welsh Government's Planning Inspectorate. An MP cannot determine a planning application or overturn a committee decision.

How to route an issue

Issue First stop Escalation
Benefits and tax credits DWP or HMRC Mandatory reconsideration, then MP casework
Council housing repairs Bridgend CBC housing repairs Council complaints process, then MP
Energy debt Supplier and Citizens Advice MP for UK energy policy issues
NHS waiting times Health board Welsh Government
Police conduct South Wales Police complaints Police and Crime Commissioner

What Madeleine Moon's team can and cannot do

My office can take up cases with UK departments, the council, the health board and the Welsh Government. We can ask for explanations, chase delays, signpost to advice and press for local reform. We cannot decide benefit entitlement, order repairs, direct NHS treatment, overturn planning decisions or tell police whom to arrest.

That distinction is not an excuse. It is a route map. Knowing where an issue sits often removes half the frustration. If you are unsure, contact the office with the paperwork and written consent, and we will tell you honestly whether we can help or where else you should go.

Democracy works better when residents know where to knock. This guide is intended to make that knocking a little easier.
